Carmine "The Roman" Falcone

Falcone is a powerful Mafia chieftain nicknamed "The Roman," where his stranglehold over Gotham City's organized crime is referenced as "The Roman Empire" at least once. In Batman: Year One, the top of his penthouse is shaped like Roman architecture

Head of the Maroni Crime Family

Salvatore Vincent "The Boss" Maroni

He is one of Batman's first enemies and among the toughest gangsters in Gotham City. Maroni is most famous for being the one who scarred Harvey Dent, setting the stage for the young attorney's transformation into Two-Face.

Rupert Thorne

Crime boss and Corrupt Politician turning the city against The Batman. Thorne persuades his fellow city councilors to declare Batman an outlaw. He attempts to gain complete control of Gotham City by becoming Mayor. Thorne is one of three criminals who makes a bid at a secret auction for Batman's identity held by Professor Hugo Strange.

Tony Zucco

is the mobster responsible for murdering Dick Grayson's parents when the owner of Haly's Circus refused to pay protection money. This murder allowed young Dick to be adopted by Batman, who raised him as the vigilante Robin. His daughter is Sonia Zucco. He is a member of Gotham Organized Crime.

Roland Daggett

A business entrepreneur. His company competed with Wayne Enterprises, which left Daggett resorting to dubious schemes with the Criminal underworld to gain the competitive edge.

Roman Sionis (Black Mask)

a former business executive who originally hated Bruce Wayne rather than Batman, wears a black wooden mask and leads the cult-like society of False Facers. Black Mask eventually became a mob boss controlling large sections of Gotham City's criminal underworld. Following the suspicious death of his multi-millionaire parents, Sionis had inherited their fortune and went on to bankrupt their company. Saved by a buyout by Bruce Wayne, Sionis came to resent and hate Wayne. Fixated on the concept of masks, Sionis carved one from his father's black coffin and sought revenge; his ensuing battle with the Dark Knight caused his mask to be burned into his skin, remaking him as the Black Mask. Sionis is now a feared gang leader and one of the most powerful mob bosses in Gotham, with a burning hatred for Batman.

Oswald Cobblepot (The Penguin)

One of Batman's oldest foes, is an eccentric criminal mastermind, known as much for his love of ornithology and trick umbrellas as for his already shady business dealings. Gotham City's popular Iceberg Lounge serves as Penguin's front for a number of illegal financial stature; the Penguin is a wily foe whose umbrellas conceal a variety of deadly weapons and gadgets. A mobster-type criminal, he fancies himself a "gentleman of crime". Unlike most Batman villains, he doesn't theme his crimes around a psychotic obsession; his intelligence and aristocratic personality starkly contrast against demented Batman villains, such as the Joker. However, he recently became a mobster and nightclub owner who engages in more quiet criminal activity whom Batman tolerates as a source of criminal underworld information.

Victor Zsasz

A serial killer whose body is covered in self-inflicted scars shaped like tally marks, one for every murder he's committed. Originally a business entrepreneur, after a series of deep personal tragedies he was driven to madness and became obsessed with nihilism, killing anyone he met to relieve them of the burden of their lives. Because of this he regularly resides in Arkham Asylum. he is constantly been hired by the mob to fulfil contracted murders.

Scarface and Ventrilloquist

A meek, quiet man named Arnold Wesker (the first Ventriloquist) plans and executes his crimes through a dummy named Scarface the Puppet, with the dress and persona of a 1920s gangster (complete with pinstripe suit, cigar, and Tommy gun). His name comes from the nickname of Al Capone, after whom Scarface is modeled.

Born into a powerful mafia family, Wesker develops dissociative identity disorder after seeing his mother assassinated by thugs from a rival family. Growing up, his only outlet is ventriloquism.

this mob boss is a true Batman (TAS) favorite of mine. he is as well able to gather a cult following like the joker but is as cold a killer as our other bosses represented here.
