I recently read an article that had DC and Marvel comparisons and this picture came up as one of the comparisons.
Now you know me by now, lol so you know my first reaction would have been like "man, this punk ass right herre!" ahahaha but as I researched the character I got to thinking. He's nothing like Captain America. The only thing that they have in common is the WWII part. Commander Steel was not a symbol of the nation either. He is not a man out of time either.
Hank Heywood was enlisted in the Marine Corps in 1939. This is before the US gets involved in WWII. His base was attacked and he was critically injured. He's been given steel devices that will enable him to be human only meta-human. He adopted the name "Steel" and was sent on secret missions. A year later, he allied himself with the All-Star Squadron. He was promoted to Commander by President Roosevelt personally and publicly.
His powers are basically Captain America, but not the same. For instance Cap can't hold his breath under water for 30 minutes as far as we know. Commander Steel however has an artificial lung that allows him to do so. That accounts for his stamina as well. The steel in his body has motors so that gives him extra speed. He is granted strength as well. With his body being metal, I'd imagine his strength matches Iron Man's. Don't let him near Magneto though, that could get ugly...
Decades after the war, he gave his grandson the same materials that made him Commander Steel. I'm not sure why, I'm assuming he got hurt and history repeated itself. His grandson is Henry "Hank" Heywood III. This is the Commander Steel that is in the Justice League. He actually appeared in the brilliant TV show that I still watch today: Justice League Unlimited

I see now, that I should redo this a little after watching Arrow Season 3 and the pilot episode of The Flash.
In this episode Lila gives birth to her and Diggle's daughter. Ollie tells him to leave the team because he is a father now. Diggle was angry at first, but after he laid eyes on his daughter, his world changed forever he said. I still think Diggle could be on the show though, just not in the same capacity.
Diggle was former Special Forces as we all know, US Army. Branches work together all the time when deployed. So say that he served with Hank Heywood-US Marine, in the past and they were really close. I think that Hank should save Diggle's life on their mission. There should be a flashback on that mission. Lila would have know him too.
Say Lila and Diggle are watching TV with their daughter and the news says "A car bomb in Star City has left many dead and US Marine Commander Hank Heywood in critical condition..." Diggle is glued to the TV and Lila understands that this is personal. Diggle is on his own finding this guy and it just so happens that Oliver is looking for this same person. Diggle goes with the body to a Queen Consolidated medical facility and makes sure no one messes with him while he recovers. At this facility, he will be given the materials that make him Commander Steel. Ollie and Roy are getting the guy. However, the facility that Diggle is at is attacked by henchmen of the villain (idk who it should be). Diggle is fending off the attack. However right as Diggle is about to get overrun, Hank kicks the door off its hinges and it flies and hits one of the attackers. Using his new powers, he takes out the rest of the guys. He then says "Looks like you owe me another one soldier" Ollie asks Diggle to bring himself and Commander Steel back to the hideout. He is brought up to speed about superheroes
I know there are a bunch more characters confirmed for these shows ahahaha this gon turn into [Justice League](movie:401267) real quick!
