In "Shadows", the pilot episode of Agents of S.H.I.E.L.D. season 2, there was a WWII flashback. Agent Carter and the Howling Commandos raided what they thought was the last HYDRA compound left. The stumbled across not just an 0-8-4, but the first 0-8-4.
Why Herr Kleiser?
If you have read my article about Marvel Studios using Chitauri shape shifters instead of the Skrulls, then an idea is probably forming in your head right now. He has not aged since WWII to modern day.
(I swear this is a US uniform, but I haven't read the comic so I must assume the pic I grabbed is correct) Anyway, Red Skull is not in the Ultimates and Kleiser is not in the mainstream 616. If I'm not mistaken, the two only coexist in Marvel comics reboot posts here on Moviepilot. The MCU is free to do whatever flavor they want though.
In the episode he said to a HYDRA soldier "Fear the Red Skull no longer, he is dead" upon his capture buy Agent Carter "Cut off one head, two more shall take it's place" this was right after he and his comrades were tampering with the first 0-8-4.
This 0-8-4 was tampered with at that HYDRA base. What's happening to her hand, happened to all of the HYDRA soldiers' bodies. I'm not sure what it is though.
I know this is a stretch. The MCU can do whatever they want. My only doubt about him being Kleiser is because of how major he is to Captain America in the Ultimate comics. Unless Marvel Studios wanted to change him up a bit. But then again, it could also be Kleiser for that same reason. He can't just pop up in Cap 3 and the rage filled Cap we see in the comics and the animated movies comes out of nowhere. Just to make it clear, if you are familiar with all Call of Duty games since '07 you know that you are hell bent on killing a man at the end of the game. That is Cap and Kleiser in these comics. He is completely rage filled and wanting to kill. That would need a bit of insight for the MCU.
I still think he is a Chatauri shape shifter in the show though. He'll just be season 2's hardass villain. Assuming that this is in fact Herr Kleiser though.
