The DC TV universe is expanding rapidly. It started with just Arrow and then the Flash, they are doing an animated TV show of Vixen, and a team up show (Gotham, Constantine, Teen Titans and Supergirl haven't been confirmed in it) and have introduced many characters in them:
- The Huntress
- The Black Canary
- Red Arrow/Arsenal
- The Atom
- Gorilla Grodd
- Killer Frost (maybe)
- Vibe (maybe)
- Captain Cold
- Rip Hunter (untitled Team up show)
- Hawk Girl/Woman (untitled Team up show)
And that's only a few of them that already(/are planning to be) introduced into this universe, so I have made a list of the characters that I would like to see introduced into this TV universe that aren't as well known, or are unlikely to be used in the movie universe and aren't already being used/going to be used in other TV shows (so Robin/Nightwing is off the table).
1. Vic Sage a.k.a. The Question
Vic Sage is a investigative journalist by day and The Question by night, he uses The Question to get the answers Vic Sage cannot. I chose The Question because he is one of the Greatest detectives that DC Comics has created (second Greatest to Batman) and even though they tried to make Green Arrow into a Batman Figure, he isn't a detective. That's why The Question would work in this universe, cause when others are fighting crimes he would be solving them.
The version of The Question I like the most is when he is more of a paranoid conspiracy theorist, distrusted and ridiculed by other members of the League (like in the Justice League unlimited cartoon), but most often his seemingly wild suspicions turn out to be well founded.
2. Albert Rothstein a.k.a. Atom Smasher
I mainly chose Atom Smasher (previously Nuklon) because his name Al Rothstein was mentioned as one of the people who "died" as a result of the particle accelerator accident in The Flash episode "Power Outage."
But I chose him over some other names, given because his powers of super strength and control over his molecular structure (allowing him to alter the size and density of his body), which would make him one of the physically strongest heroes which could give him the superman role in there Team Up Show (and also a way to allow The Atom to shrink by experimenting with his DNA).
3. Beatriz "Bea" da Costa a.k.a. Fire
Beatriz da Costa a.k.a. Fire (previously Green Fury and Green Flame) was an amateur model on the beaches of Rio, who got her powers due to Brazilian mysticism which gave her an array of abilities which included the power to exhale vast quantities of mystical green fire, fly, and display a limited capacity to project hallucinations.
Like Atom Smasher, Bea da Costa's name was mentioned as one of the people also "died" as a result of the particle accelerator accident in The Flash episode "Power Outage," which is an understandable adjustment on how she gets her powers and would be an more unique female character, and is a way to introduce her friend/team-mate, Ice.
4. Tora Olafsdotter a.k.a. Ice
The Tora Olafsdotter a.k.a. Ice family are Romanifolket (Norwegian & Swedish travelers), her grandfather was the head of a small section of them known as the Is Bygd. Tora was trained to stay calm in order to control her meta-human abilities to create and manipulate ice, to ensure that her grandfather could not find her and force her to use her power to keep control over the other Bygd residents. Eventually Tora's grandfather tracked his family down and, after seeing her father being beaten, she lost control, causing the death of several, among them her own father.
I chose Ice cause in the comics her and Fire are good friends and work together often, for the TV Universe they would more than likely have gained their powers from the particle accelerator explosion. (But using her would make killer frost less likely).
5. Mike Maxwell a.k.a. B'wana Beast
Mike Maxwell a.k.a. B'wana Beast is an American wrestler in Africa with low self-esteem who lost a local wrestling match, after wiping his face with water contaminated by radioactive waste, and develops merging powers (the ability to merge two animals/humans together), great strength, speed, hunting and tracking abilities, and is able to to communicate with animals, and after understanding his powers goes back and wins a fight against the champion, earning his mask and his title as B'wana Beast.
I chose B'wana Beast because of how ridiculous and unique he is as an character he is very interesting and funny, which this Universe could use perfectly.
6. Julian Gregory Day a.k.a. Calender man
Julian Gregory Day a.k.a. Calender man is a villain fascinated by dates and calendars – even his real name is a play on the Julian and Gregorian calendars. His crimes always have a relationship to the date that they are committed. The theme may be related to what day of the week it is or to a holiday or to a special anniversary on that date; he will plan his crime around that day. He often wears different costumes which correspond to the significance of the date.
Calender Man was chosen because I think he would work great as an Arrow Villain, popping up a couple of time a season.

7 & 8. BabyFace and Miss ManFace
Alfonso Vincenzo Giuseppe face a.k.a. Baby Face is a ruthless gangster with the face of a young child, but a manly voice and body, and his wife Manfreda Donatella Face a.k.a. Miss ManFace has the face of a square-jawed man (complete with a five o'clock shadow), but the voice and body of a normal woman.
Even though these are very unknown characters and are kind of ridiculous, I think they would make interesting and funny Flash villains, who are the heads of a Mob who where hiding out in Central City when the particle accelerator went off, causing there faces to switch.
9. Music Meister
Music Meister was bullied as a child, because he sang in the choir. But he discovered that when he sang at a higher pitch he could hypnotize people. He then used his newly discovered talents to control the people that had bullied him.
I chose the Music Meister after seeing a Batman: the Brave and the Bold episode "Mayhem of the Music Meister!" which was a musical episode where he uses his gift to control several heroes and villains to do his bidding and hijack a United Nations' communications satellite. After seeing this I thought he would be a great character for an Arrow Flash crossover where everyone is singing because of his powers, and it's up to some of the heroes and villains to stop him.
