Born deaf in an incredibly rich family, Hartley Rathaway gained his hearing back after an implant. Becoming entranced by sound and music that he used to not be able to hear, he used his money to fight the Flash. Able to hypnotize anything within hearing distance of his flute, Hartley is an admirable foe, along with his genius intellect and enhanced hearing.

Roscoe Dillion, growing into a infatuation with a top he found as a kid, he became fascinated by spinning. Growing into a life of crime, he used technology to give the ability to spin at superhuman speeds.

Heatwave

A pyromaniac, Mick Rory as a child was entranced by fire. Setting his childhood home on fire and killing his parents on fire. Leading a life of crime and joining the rogues, he created a fire retardant suit so he didn't burn himself, even though he was already burned over most of his body.

Captain Boomerang

An Australian, as a kid he found that he was rather good with a boomerang he had crafted. Now a criminal and a staple member of Flash's rogue gallery, he has powerful boomerang with different uses and tricks. He has also been apart of the Suicide Squad, he will be played by Jai Courtney in the upcoming movie.

Magenta

Frances Kane grew up a close friend to Wally West (who was Kid Flash first), the Flash after Barry Allen. But after she reached adulthood, she started to exhibit strange magnetic powers. With a short stint on the Teen Titans, her and Wally became very close. After leaving his life for a short period she returned, only to have created a dark personality for herself. Now fighting her is very hard for Wally and any Flash knowing her heroic past.

Raised by a serial killer father who killed his mother after she gave him up, Hunter Zolomon became obsessed with understanding the criminal mind. Hunter was badly hurt by Gorilla Grodd while in Iron Heights while working and was paralyzed. He pleaded with The Flash (Wally West) to use his cosmic treadmill to go back in time and change it. But the Flash refused as he did not want to changed the timeline. He then broke into the Cosmic Treadmill and used it himself. Causing an explosion, giving him the ability to alter his personal timeframe, giving him the illusion of super-speed.

Sister of Leonard Snart (Captain Cold), Lisa Snart was in a coma when her brother and the other rogues were trying to give themselves super powers. Lisa was caught in the explosion while she was dying in a hostpital bed of a brain tumor. With the tumor gone, and the ability to fly and astral project she exacted revenge on the Flash.

A criminal in the posession of a technology that allow him to control the weather. Weather Wizard is a force to be reckoned with. He has even taken on some Justice League members like Superman. He can hold his own in a fight.


Mirror Master

One of my favorite Flash Rogues, Evan McCulloch was given the gear of the first Mirror Master by the FBI who were hiring him as a mercenary. Able to go through mirrors to an alternate dimension held in them, Mirror Master is the perfect criminal, and one that can give the Flash tons of trouble.


Gorilla Grodd

A super smart ape who eats brains to get smarter (even the brain of his own father), and the ability to read people's mind. Gorilla Grodd is one of Flash's toughest villains and has given the Flash and the JLA lots of trouble with the power of his mind.

Black Flash

The Flash that literally is Death. But just for a Flash, is always scary to see in a Flash comic as you know the Flash is about to die. The last time we saw him it was just before Barry Allen sacrificed himself in Infinite Crisis to save the world.


Reverse Flash (Professor Zoom)

Not to be confused with Zoom. Eobard Thawne is from the 25th century, and hates future flash. So of course he time travels to the past to kill a much younger and less powerful Barry Allen (Zoom is Wally West's villain while Reverse Flash is Barry Allen's villain). See Flashpoint. He is one evil dude, and can match the speed of the flash down to his time traveling. He's even killed Barry's wife Iris Allen.


Captain Cold

Leonard Snart, though usually he doesn't have powers like you see in the picture above he has always been the leader of the Rogues. Usually carrying a cold gun and an eskimo jacket, Snart is a great leader. Known to follow a criminal code, and even has punished other criminals for not following it (he loves to fight the Flash fairly).
