The scene starts in the lounge room of the Bus, which is the transportation for the Agents of S.H.I.E.L.D. On the TV screen, it shows that they're watching WHIH News Front with Christine Everhart.
Reporter: "Hello, viewers. Welcome back to WHIH News Front with me, Christine Everhart. Today, we are bringing you a special report regarding the so-called new Superhero Registration Act, which requires all super-powered people to sign themselves over to the government. Some of our crew is now in Great Britain, where the British Prime Minister is talking about the matter."
Prime Minister: "For the second time, the city of Wakanda has been attacked. First by the Hulk, who nearly destroyed the city. Then, a masked man and some of his goons started blowing up the place. With the Avengers intervening, they caused more damage, including this woman."
They then show video footage of Scarlet Witch using her powers.
Prime Minister: "I totally support the Superhero Registration Act 100%. I believe that it should be passed so our cities can be more protected and the world can be more safe. They are what is causing fear in the world. Tony Stark must've been crazy to think of that robot that completely destroyed Sokovia. Thank you very much."
Skye: "That's crazy. Why would they do that?"
Simmons: "I sort of agree with it. It gives the government a chance to limit powered people using their powers."
Skye: "But some people have a choice."
Christine Everhart: Exclusive news! The government has passed the Superhero Registration Act. More news tonight at 10:00. I'm Christine Everhart with WHIH News Front."
The TV is then turned off by Agent May.
While Simmons and Skye are arguing in the background, the camera zooms in on Coulson.
Agent Coulson: "Time to pick a side."
Then the Captain America: Civil War logo pops up.
Screen goes black.
