He shouldn't be mind controlling anyone. He very rarely did it, and with good reason, and that was part of what made him him: he had powers that he felt were wrong to use on Earth. He was a perfect foil to Superman. Superman lost his world as an infant and doesn't even remember. J'onn remembers losing his entire world and his wife and family. Read JLI (Justice League International), Darwyn Cooke's DC: The New Frontier, or the brilliant but barely known Martian Manhunter: American Secrets by Gerard Jones for good interpretations of the character. JLI especially shows how J'onn can shepherd a bunch of hapless superheroes to make them something more than they are on their own. Loner paranoid J'onn J'onzz is not J'onn J'onzz and it's the reason I dropped reading DC.
