After defeating Ra's al ghul and preventing a bioweapon from killing everyone in Starling City, Oliver Queen decided in the Arrow season 3 finale that he was done being The Arrow. Hanging up his costume and leaving the crime fighting to the other members of the Team Arrow, he departed Starling City with Felicity leaving the vigilante life before him. Now with Arrow returning to the CW on october 7th 2015, things in Starling City are not gonna be the same.
With Oliver Queen leaving the crimefighting to Team Arrow, Its time for them to take care of Starling City, with Oliver Queen gone it might be laurel who is gonna be the successor to Oliver in Team Arrow. This season we might get to see a much more experienced Black Canary as she been fighting crime for some time now.
Reunion of the Canary sisters
Laurel watched her sister die in the Arrow season 3 premiere, while Sara's tragic death pushed Laurel to embrace her destiny and go on to become the Black Canary. While those of you who are looking forward to DC's Legends of Tomorrow, we know that Sara Lance is coming back to join the other heros and fight Vandal Savage and his massive army. It might be possible that the Canary sisters meet in Arrow season 4 before the start of DC's Legends of Tomorrow.
Malcom Merlyn playing actor John Barrowman teased the fans at the Las-Vegas Comic con that we might have a possible reunion of the Canary sisters. In Barrowman's own words:
We start filming in July, Season 4. I just finalised my deal about a week ago so… it was just about working out dates and stuff. So, I’m very excited about going back. I can’t tell you anything, because I do know a bit of what’s gonna happen, but if you love Malcolm Merlyn, if you love Oliver Queen, if you love Thea Queen, if you love the Canary sisters … I say that with a bit of a twist and a joke, you’re gonna love what’s gonna happen across the DC world.
In the Arrow season 3 finale we see that Malcolm Merlyn becomes the next Ra's al ghul and now has control over the entire League of Assasins, so what does this mean for Team Arrow, is he gonna be an ally or a threat? Barrowman when interviewed at SDCC 2015, indicated that Malcolm Merlyn might probably like to keep a peaceful realtionship with The Arrow and his Team. He is not certain why Merlyn cant bring himself this group of Heroes, but he suspects it could be because they are friends of his deceased son Tommy, or maybe views the group as a family.
This is how it works for me. My Malcolm, I believe I have a soft spot for every one of those people on that team. And I haven’t figured out why. Maybe it’s because of Tommy knowing most of them or it’s because I look at Oliver being like a son. Or my daughter, I knew I was training her to be part of it. I will protect them. But if I have to kill someone, I will. It’s as black and white as that. But don’t mess with them. Don’t get in the way, because I will put my neck out on the line to protect them. That’s what I think. That’s what makes it work for me. If that happens, I don’t know.
Superheroes of the DC comics universe on the CW network have grabbed on to their costumes since the beginning of their character's story line, but David Ramsey who plays John Diggle in the DC Tv universe has been fighting crime along side The Arrow since season 1 but have not put on a suit yet, except the few times he donned the Arrow costume. But all of that will change this year in season 4.
During this year's SDCC 2015, concept art of Diggle's costume from the season 4 was shown in the massive screens of Hall H. And from the descriptions coming from those inside the convention center-its very basic,all black affair, it looks quite similar to a motorcycle suit. Since the suit is not simialr to any pre existind DC Comic books characters, the fans are trying to pin on Diggle's mask persona, the most fitting of the DC's line up is The Guardain, who has other connections with DC's Heroes like Roy Harper,The Atom and Wildcat.
Neal McDonough as been casted as Damien Darhk for season 4 of Arrow. Damien Darhk as been previously mentioned in the show is a collegue-turned-adversary of Ra's al ghul. Ra's al ghul told Oliver about Damien who thought he should lead the League of Assassins, who then took off with the secrets of the League and some water from the Lazarus Pit and formed his own organization. We know that organization is H.I.V.E, which in the comics is known for having some super awesome technology. So Arrow 4 may have a villian as devious and physically capable as Ra's al ghul but also have sci-fi technology to back it up.
After being trained by her father Malcolm Merlyn in season 3, Thea Queen joins the Team Arrow in saving the City from the bio-weapon in the season 3 finale. When Oliver decides to retires as Arrow, Thea decides to officially join the team in his absence. Oliver talks to his sister about her new role. Thea tells Oliver that she is thinking of going by the name of Red Arrow,Oliver tells her he has been calling her speedy. So from season she will be called Speedy I think.
So we know that Oliver Queen is done being the Arrow, as confirmed by the actor Stephan Amell himself:
Arrow is done. No more Arrow suit. I've worn it for the last time.
But from this season its gonna be Green Arrow, unlike Barry Allen in the The Flash, Oliver Queen has not taken his superhero identity from the comics, he started being called as the vigilante/the hood in season 1 and then The Arrow in season 2. So in season 4 we can see Oliver transitioning away from The Arrow and finally becoming the Green Arrow we all know from the comics. His new suit resembles to the suit of Green Arrow from the comics.
But we know that Oliver leaves Starling City with Felicity and no intension of coming back, so in season 4 we might see the Team Arrow or a member in problem which could bring back Oliver Queen back to Starling City as Green Arrow.

This could be a hint of why Oliver returns to Starling City and becomes the Green Arrow.
