You could argue that the developers were still finding their feet in terms of how they would incorporate their game mechanics into various Disney worlds. With "The Little Mermaid," I have no defense for how it turned out in the first game. Your agility and maneuverability were limited to the point of unfairly difficult battles (fighting Ursula made me want to tear my hair out), and the world as a whole was just not very pleasing to the eye. However, if I had to pick one world that I absolutely do not want to see, I would choose Agrabah any day of the week. On top of the fact that I didn't even like the movie, the bland level designs and recycled plot lines have been used in most of the "Kingdom Hearts" titles over the years. I'm tired of it! If they want to break the mold a little, then they could use some of the TV shows that Disney has put out. Think of how much fun it would be to roam around in "DuckTales" or "Tron: Uprising"! In addition, I would suggest incorporating some of the CG-animated films of recent years, like "Big Hero 6," "Frozen," and "Wreck-It Ralph."
