Some would say that the greatest villain of all time would be someone like Darth Vader or Lord Voldemort or the Joker; they are great and evil villains but they aren't the best. Take Darth Vader for example, he is driven by grief and despair, but has hope for the future of the galaxy, he honestly believes that what he's doing is for the good of the galaxy and that he is saving everyone. A great villain has no sympathy for others and no hope for the future, unlike Darth Vader, so he is ruled out. So then take someone like Lord Voldemort, he is driven by his lust for power and ultimate control of the magical world, which are attributes of an evil villain, but not of a great one. A great villain has no real desire to rule the world but to destroy it, they have no lust for power but a lust for destruction and agony just like they themselves have felt for a lifetime; so Voldemort is ruled out. But then take a look at someone like Alex DeLarge from A Clockwork Orange, who's one of the strongest influences for Heath Ledger's Joker. DeLarge is what society fears most, a psychotic anarchist homicidal teenager who's only goal in life is to destroy the system of society and government and to kill anyone who stand in their way, but all in the name...of fun. Even the Joker himself isn't as cruel as DeLarge has been or even as psychotic as DeLarge, you see, the Joker does what he does supposedly in the name of chaos, but the truth is that he actually does it ALL for revenge, specifically revenge towards Batman, so everything the Joker does is aimed towards the Dark Knight, unlike Alex DeLarge who focuses his torturous ways on anyone and everyone he possibly can simply because it entertains him.
