...now we are led to believe he might be classic villain in disguise. Comparing him to Darhk is comparing a writer's (re)invention of a DC villain to another writer's idea of Damien Darhk. Gotham and Arrow are using villains that not everyone has heard of if they only watch the movies. There are actually a lot of great villains in the comic books. If you just want to see the same villains over and over again (Joker, etc.) then just keep watching movies. These shows are both DC origin shows, along with The Flash, so we will get to see more than you would in a 2-hour movie. Regarding the show being "trash" that's your opinion but it does have a 96% rating on Rotten Tomatoes. Also think you meant to say that "he is not a great hero", instead of "he's not that good of a hero". Arrow is in the DC universe so yes he and Batman share villains. I wasn't aware you could steal another villain from a fellow hero. Not all DC villains are Batman's. Regarding the show being "trash" that's your opinion but it does have a 96% rating on Rotten Tomatoes. Arrow has a lot more comic book play than Hawkeye. He actually could also kick Hawkeye's ass.
