3. (Maybe, but he wont be the Riddler yet) Edward Nigma is a criminal mastermind who has a strange compulsion to challenge his enemy by leaving clues to his crimes in the form of riddles and puzzles. Later, he seemingly abandoned his criminal lifestyle and has opted to utilize his skills to turn a profit as a freelance investigator. (Open)

5. The Mad Hatter. Jervis Tetch, formerly a research scientist, is completely smitten with the works of Lewis Carroll. As his criminal name indicates, he takes the appearance of the Mad Hatter from Alice's Adventures in Wonderland. He is an insane neuroscientist and developed hardware that can control the brain and induce hypnotic states, and often uses hats or other headgear for mind control.(Open)

6. .Doctor Jeremiah Arkham. Doctor Jeremiah Arkham was the somewhat sadistic administrator of Arkham Asylum who had delusions that the criminals he housed could one day be housed in society.(Open)

7. Professor Jonathan Crane. Professor Jonathan Crane, an insane scientist and psychiatrist, specializes in the nature of fear.(Open)

9. Harley Quinn. Dr. Harleen Quinzel, a former criminal psychiatrist, fell in love with the Joker and became his most famous accomplice. (Possibly casted)
