To start this is totally fan fiction and I thought about doing something like this for a little while now. I am not going to ruin it and tell you anything in-depth about the storyline here, you'll have to see for yourself but I will talk about the two superheroes and their strengths here!

The Punisher

1. Training

Served in the Vietnam War in a Special Operations Unit as a point man. He fought in numerous engagements and was the only survivor (from both sides) of a Viet Cong assault on Valley Forge Firebase in 1971. He also trained as a Marine is equipped with state-of-the-art weapons. He has fought virtually all known criminal organizations.

2. Detective-like Skills

He uses detective-like skills (talking to people, reading obtained files on the people he goes after, tracking and surveying the enemy), always adapting to the enemy such as using the Mafia's own methods and tactics against them (interrogating and torturing suspects to death in order to get information from them) and whatever resources and means may be necessary to do so, ranging from light anti-tank weaponry to enraged polar bears, piranhas, and even a hydrogen bomb.

3. Maximum Human Condition (Without Powers)

Master Martial Artist, Weapons Specialist, Krav Maga Knife Training, Expert Marksman, and extensive Special Operations Training, are only some of the reasons why The Punisher is one of Nick Fury's Power Level 6 classified people of interest.

Captain America

1. Training

Like The Punisher, Steve Rogers is adept at his fighting skills. he is a Master Tacticion, Strategist, Martial Artist, Shieldsman, Marksman, Swordsman and has the Indomitable Will of a true pure hearted person.

2. Strength

It is said that Captain America has the strength of 10 men. Known to have bench pressed 1,200 lb and curling 500 lb. Do I really need to say anything else? His strength alone is insane!

3. Utlities

Captain America uses a uniform which is fire and water retardant, made of Kevlar, nomex and a light titanium. Rogers wears a utility belt containing mission-specific equipment such as a first aid kit (containing tweezers, antiseptic gel coated band aids, bone and muscle pain reliever spray cans and antidotes for some toxins.), military cable, lock picks, grenades, and several other materials.
