Wow...second reprised villain in two sequencial episodes? What's going on with 'Arrowverse'? Have they run out of bad guys? Last week it was Cupid (stupid!) and this week we get Emily Kinney as Bug-Eyed Bandit from last season of The Flash. (I'd completely forgotten she'd been on it, to be honest).
On episode 1.18 of The Flash, Bug-Eyed Bandit tried to kill all her co-workers with nano-bees (if that's even a thing) and was darn unlucky that Felicity Smoak and Ray Palmer were visiting their friends at Central City. They helped Flash and the gang put and end to Bandit and send her to jail.
Well, apparently, she's out of jail and of Central City.
She comes to Star City and decides she wants the biochip that Curtis invented to 'cure' Felicity's paralysis (though I hope they explain how she found out about that!) That's why she takes over Palmer Tech and takes Felicity, her mom Donna and Thea as hostages. Oliver finds out and...well, you know the drill.
Though it seems he and his Team Arrow won't be able to deal with Ms. Bug-Eyed Bandit on their own, so he'll call a "surprising ally" to help him rescue his girls. Now, on the released promo photos there's this one person dubbed 'Exoskeleton' in the photo descriptions, who might just be this mysterious "surprising" friend.
Personally, I was conflicted with Felicity's decision to break it off for good and leave Star City last episode, but then to make her not leave and just tease it? I hope they're not keeping her around this episode just so she can play the damsel on distress. Keep her strong and get her off the show, that's what I say!

“Brie Larvan (guest star Emily Kinney) breaks out of jail and turns up at Palmer Tech threatening to kill everyone unless she gets the bio-chip that is implanted in Felicity’s spine. When Oliver realizes that Felicity, Thea and Donna (guest star Charlotte Ross) are trapped in Palmer Tech with everyone else, he looks to a surprising ally to help Team Arrow save the day.”
